BILIANA DILKOVA е родена на 26 април 1964 г. в Благоевград. През 1988 г. завършва „Актьорство за куклен театър“ в НАТФИЗ „Кръстьо Сарафов“ в класа на проф. Атанас Илков. Дипломира се с ролите на Клоун в „Бивалици-небивалици“ от Доналд Бисет, режисьор проф. Юлия Огнянова; Слугинята в „Ала комедия дел’Арте“ по Карло Гоци, режисьор Ищван Наги; Малвина в „Буратино“ от Алексей Толстой, режисьор проф. Славчо Маленов.
Since 1998, she has been a member of the ensemble at the 'Nikola Vaptsarov' Drama Theatre in Blagoevgrad. Biliana Dilkova has a Ph.D. in 'Cinema Studies, Film Art, and Television' and has been a professor of acting at the 'Neofit Rilski' South-West University in Blagoevgrad since 2005.
